Chapman had her infant granddaughter in tow. KVUE reports that, when police pulled her over, they discovered an open bottle of wine in the console, prescription pills, and a marijuana pipe.

Authorities say that test results revealed the woman’s blood alcohol level to be .22, which is almost 3 time the legal limit. Chapman admits to taking muscle relaxers and drinking a few margaritas earlier in the evening.

Mayor says no to mandatory blood draws in Houston

Posted on June 22nd, 2010 No Comments

The mayor of Houston has halted the mandatory blood draw program that was going to begin in Houston. Police officers were preparing to be able to draw blood of suspected drunken drivers and were testing the program on inmates.

The police department received a grant that would train officers to be able to draw blood at the scene, instead of waiting for registered nurses to do it.

Training for the officers began in February but, the mayor has now halted the program because the idea of police officers actually drawing the blood has been a controversial idea from the start.

Although, the police department has “No Refusal” weekends, which have a judge on stand by to sign a warrant and get the blood drawn from a person, police officers will not actually begin drawing blood.
